Radon is a soil gas emission, and as such a crawlspace needs to be fully sealed with adequate vapor barrier all the way to the walls and up the 18 -24". It should be actively depressurized, and tied into an a radon system where above actionable levels of radon are present. All vapor barriers are not created equally and simply the presence of the plastic does not create a seal. it needs to be air tight.
